The Government seems to have a passion for pretending to de regulate and doing the opposite - usually by notification to the local authority. Real big brother stuff. Most of the outrage of this and all the other welter of licensing regulation will come out when the nonesense is enforced..can you imagine arresting and prosecuting the local salvation army band for performing entertainment without a licence and collecting without notification to the local authority!
