Halliburton is super deep into this. The principle is that space exploration is just prospecting with space suits. Halliburton is going to ding the American taxpayer to design all sorts of new drilling technology ostensibly for other planets. Who do you think is going to make $$$ from any tech advances in drilling technology? Even if no moon landing is ever attempted you can bet the US GOV is going to help out Halliburton with their tech, not the other way around.
