I had actually searched WorldCat to get the correct title. IIRC, there were @200 libraries with holdings attached. I was going to suggest the borrow & copy routine, but at >400 pages, that's a lot of copying.

As Rapaire indicated, Interlibrary loans are library to library, not usually some remote library direct to you. You don't need to know what library has it, your library worries about that based on their lending partners. New York State interlibrary cooperation is not as well coordinated as, say, Ohio. The State does fund cooperative services, so you should be able to get it from somewhere.
