Rebecca was a 17-year-old mother of twins living in public housing and receiving benefits from Temporary Assistance for Needy Families (TANF) when C.E.F.S. helped make changes in her life. Family and Community Development Specialist's Norma Daugherty and Rita Ray provided Kuhlman with case management to help her set personal goals. Rebecca improved her life with agency services such as Low-Income Home Energy Assistance Program, budget counseling, Teen Parenting Program services, and GED classes.
