According to their own beliefs, the Pope could at any time have ordered all priests (and others) who have committed abuse to confess to the police, on pain of damnation. That he didn't indicates two things to me: (1) He doesn't believe in his powers, or in damnation. (2) Neither do his priests. If the top brass don't believe, why should the grunts?
