The statement doesn't say that the sound of the bagpipes is what might irritate people, simply the volume. Even the staunchest supporter of the bagpipes would be forced to admit that they are usually deafeningly loud when heard close up.

Note: I love the sound of the pipes, but prefer to listen to them from at least 20 feet away.
