Supposedly, different cultures at different times in history had all manner of different ways for removing body hair. I've read that the process of sugaring (which is sort of like waxing, only with a sugar-based paste) came from ancient Egypt.

All I can really tell you is that Western women didn't shave their body hair until the 1920's when the flapper look came in style and legs and underarms were exposed.
