I haven't read all this thread. But generally I believe, that there needs to be far greater active encouragement of young fertile girls to to easily access safe Birh Control. Sexually mature girls (approaching the physical capacity to concieve babies (ie. Menarch), rather than exhibiting sexual behaviour and activity), should be able to get such life altering stuff, easily via the school nurse IMO.
