WYSIWYG Web Design is an oxymoron.
Whilst you might get what you see, all of your audience certainly won't. Various factors such as the browser used (and which version), screen resolution, whether the page is viewed on a PC or a Mac, etc, etc will (in some cases seriously) affect how your page appears to your readers. By it's very nature, good web design is all about compromising between a lot of variables.

You don't mention what it is that you're trying to do, which makes recommendations difficult.
Most of the 'head to head' reviews I've seen seem to rate Dreamweaver as the best package. It's expensive though and the learning curve can be a bit steep if you're totally new to web design.
As mentioned by others, if you want to create a fairly simple page, using one of the free programs such as Frontpage Express or Netscape Composer should be fine. I haven't tried the full version of Frontpage 98, but I'd advise trying the free version first and only upgrade if you find that you can't do something that you want to.
If you are more serious, I think that learning HTML is essential. It's not difficult - if you can do a blue clicky, then you're already on the way. Sure it takes a bit of time and you'll pull your hair out a bit, but if you want a great site, it's important to understand what you're doing.
