None of the posts seem to have cited Ray Bradbury's 1951 short story, The Pedestrian, about someone in the future who gets busted for waking. Based on a stop-and-question with the cops that Bradbury himself suffered. Back in the early 60's one of my buddies, teenage, white, reasonably stocky, somewhat threatening looking, was routinely stopped and questioned by police when he walked in our neighborhood. And after my hair grew longer, so was I. Just part of growing up in America, we figured. And even though it has been written above by others, I can't resist adding that it was lucky for Bobby that he wasn't walking with Skip when the cops came by.
