What's wrong with soap and water? Some years ago, I had a plague of moths in my flat. One of my whistles sounded really muted and I found moth larvae in the mouthpiece!!! Holding the whistle in hot water lets you remove the mouthpiece, and after a good washout with Fairy Liquid (!), it sounded as good as new...
