That's the total number of speakers in Scotland. There are many speakers scattered around the world who speak it fluently or have some knowledge of the language, and it is also being taught in schools outside Scotland. In Nova Scotia and Ontario, there are Gaelic speakers, and I know that in Nova Scotia there is a movement to keep it alive, by offering it in all school levels from primary to university, and with bilingual road signs.
