For 6 years I've regularly used Total Recorder.
It records anything that goes through your computer as wav files. The TR pop-over resembles a hifi cassette recorder. Available worldwide UK c.£16.

Early on I used Windows Movie Maker Audio for editing compilations but with restrictions and having to re-record to complete.
Now using Mixmeister Express everything is far easier with added EQ and tempo changes possibilities (I've added sound to videos, Youtubes, Mixclouds and done DJ mixes). c.£35

For wav to mp3 I have a free converter (WAVToMP3).
