Seems to me (you've already got good legal advice) that if this lady is claiming benefits, and profitably selling cats, HMRC might well be interested in her activity.

If she's hassling you, shop her.

The person who suggested you ask for receipts and everything might be on to something, too.

I'm sure you can get that sort of info to government officers without your identity becoming known.
