I am not an expert on the Wiener dialect, but to my ears the title sounds a little bit like a Wiener street dialect. A rough translation would be, "That's how it is in our Vienna". The Wiener tend to draw out their vowel sounds. Vienna always has been a hotch-potch of Germanic and East European cultures. It is just on the border from Hungary and Slovakia. The dialect of nearby Burgenland, on the Hungarian border is barely recognisable as German to most speakers other than those from that area. As for the instruments - your guess is as good as mine!
