I am the Curator of the James Madison Carpenter Collection, so I am the appropriate person to email. The Carpenter Collection research team in the U.K., based at Elphinstone Institute in Aberdeen, continues work on the multi-volume hardback critical annotated edition of the J.M. Carpenter Collection. However, they did not receive the most recent grant they applied for, so work may not proceed as quickly as when it was well funded. The Library of Congress has the collection in the queue to put online, as we have already digitized the collection in its entirety. But the Library's website architecture is about to undergo a radical change... and until the new web architecture goes live and stabilizes, LC cannot mount the Carpenter Collection online. Yes, it has been a long wait... and the wait is not yet over, though the goal is in sight.
