The land in question was and is part of the Reservation.

In 1905, before Obama was even a twinkle in his daddy's eye, the US Congress permitted "non-native settlement" on that part of the reservation. This does not necessarily mean that the land where the town sits was ever "not still part of the reservation."

The EPA was established by Congress, and Obama had nothing to do with its creation. It is his task to enforce what Congress has decided, but there is no indication that the recent EPA decision was ordered by Obama.

Nothing in the EPA decision that the reservation has the right to monitor and control air quality there either "takes land away" from anyone or "gives land" to anyone else. The town has not been ordered to move out, but has been told to quit shitting here (if they're doing that).
