Obama is the head of the executive branch. The EPA is an agency of the executive branch. Obama either issued the order or consented to it. He is responsible. The EPA is a regulatory agency and has no legal right to overrule legislation. This is a test case power grab. If Obama can get away with this, then he can steal any piece of property he wants by using "environmental protection" as a reason. Say no to tyranny, while you're still able to say no.
