http://www.moneysavingexpert.com/shopping/dvd-unlock explains all (mostly as described above). Also links to http://www.videohelp.com/dvdhacks for lists of DVD players and corresponding unlocking codes.

Not sure if computer DVD drives can be unlocked in the same way - you would have to identify the make and model of the drive, which could vary widely even for the same brand and model of computer. This info is findable on my Mac, not sure if it's accessible on PCs. Also the stand-alone hack works via the remote-control, not sure how you would get that code to a computer drive.
