Whither means - to where?
Hither means - to here.

Whither riding? = To where are you riding.
Come hither, riding = Come here, riding on your horse.
("Come whither riding" doesn't make sense.)


And then there's thither (to there), although it's not in this song. It means "to there." for example:

The mountains were green and cool, and they rode thither.

So 'come whither riding' doesn't make sense.
