USA is not a signatory to The War Crimes court in The Hague. That doesn't stop a prosecutor asking for his indictment.

USA will not extradite to war crimes courts. That said, it would at least curtail his freedom to leave USA territory which to a very rich man is in itself a form of house arrest.

I mention this because on BBC Radio this morning, the scenario was mooted.
