Does it occur to anyone how healthy it would be if an act of Congress were passed requiring that any bill submitted be solely about one issue or decision, with no riders dragging in irrelevant issues from sme other area? THe National Relevancy Act would immediately undo 75% of the tapdancing around who gets what to say about what and to whom. A
