For it to be accepted as a Traditional Folk Song is has to be sung by a 100% Proof Pure Blood Traditional Folk Singer - only then will it be canonised by a Roud Number. Let's not be slapdash about this : Folk is an exacting science and, as such, has nothing to do with the musical & cultural lives of so-called Ordinary People, which, in representing the hopes, dreams, labours, experience and aspiration of real human beings, is of precious little interest to the Folk Lords.
