I thought it was a bit odd that he has hair that long. If you look back at The Likely Lads, set in Newcastle from '64, it was quite unusual for men to have long hair. This is what I remember in Yorkshire at the time. Long hair didn't become even vaguely accepted there until the late 60s, so I doubt if it would have been accepted in the police.
