Neither. They were both formed by a process which all started with the reasonably assumed Big Bang. Stars are results, not active causes. Galaxies are other results, and didn't "cause" anything.
Which class can be argued to have formed before the other is irrelevant. "Predecessor" is not the same as "creator".
