There are other French songs entitled 'complainte de ...' I think it refers to the rhyming structure of the verses: https://fr.wikipedia.org/wiki/Complainte Rue St Catherine is in Montreal and seems to be above a subterranean shopping area. The singer is clearly there to keep warm. Maybe living on - or under - the streets?
