Yes it's a lovely tune, cleverly used by Bill Caddick for his moving words. I think there's nothing wrong with using a traditional folk tune for a new song, as he has (as long as it's good!) Incidentally - just opinion, I know! - I think that, in the linked video, Bill Caddick pays just a bit too much attention to his clever instrumental work, and not quite enough to singing the song - both in the sound balance, and in the amount of time he looks at the instrument while performing.
