The point you are missing about VAT, Nigel, is that low earners spend a much higher percentage of their income on VAT than high earners do. This is what makes a tax on goods and services fair less equitable than a tax on income at source. VAT is the third largest source of income to the government. If they were to do away with it and add an extra few pence to the rate of top earners it would be a much fairer system. DtG
