If the tax rate on fuel was 0% it's not really being taxed is it. For VAT purposes 0% is considered a rate of VAT. This distinguishes between 'Zero-rated' and 'Exempt' supplies.
And, if we're thinking of motor fuel, it is already liable to 'fuel duty', which, to most people, is just another form of tax.
