I think few would fault taxation if based purely on ability to pay. Sadly this is not the case. The wealthy can avail themselves of any number of legal procedures to reduce their tax liability. Those on average or low incomes have no such opportunities. Also council tax is not based on ability to pay, it is based upon the value of the property that one resides in. This is even more unfair than the hated poll tax.
