Manchester council has a page saying "...busking activity must also not cause a noise nuisance to those living or working nearby due to either the volume and/or duration of the performance...." but it doesn't say what their process is for dealing with a complaint. http://www.manchester.gov.uk/info/200063/licences_and_permissions/6565/busking_-_code_of_conduct#feedback I think I'd be asking my local councillor. And asking all of them when it comes to election time.
