One thing is certain the fire was allowed to get out of control before the emergency was reported the guy who owned the flat raised the alarm after the fire took hold......looks to me like a gas fuelled fire in one flat which ignited the cladding and ran up the outside of the building. This would not set off fire alarms inside till the flames shattered the windows and gained entry one floor after another.
