If you've got any examples of goverment departments backing down and apologising it'd be interesting to hear them. There are precious few "verifiable absolutes" in this world. Maybe the maximum speed of light might qualify, but I wouldn't even be certain about that. "Never" is virtually always a rhetorical overstatement meaning "rarely", but I think in this case it's a pretty fair approximation.
