The UN were prepared to send peacekeeping troops into Syria before prohibited weapons were and issue - they would have done so had not China and Russia intervened with their vetoes - the Homs victims only numbered 200 at the time and prohibited weapons were not an issue
Britain and the US were furious at the decision not to intervene.
