There are many belligerent and well armed aggressive nations. They should not be sold arms, but they are. All nations are entitled to defend their borders, but most need to buy arms to do that. UK sells arms, but is very restrictive on who it sells them to. I think that is a reasonable position. There was war before there was an arms trade. Is it OK to sell arms to countries interested only in defending themselves, e.g. Ireland?
