Steve, So WE don't have to justify anything. THEY have to do the justifying. Obviously yes. They are making a charge on us. Of course they should say what they are charging us for. If we think a charge unjustified, of course we must challenge it. When you check out of a hotel, do you keep making offers until they accept one, or do you wait for the bill and then check it?
