Surely the NHS simply has the money to stock pile PPEs which would have cost them millions. The Government should have everything in place to cover the crisis. Indeed, it seems that did have, until they decided to withdraw funds. It's not as though we didn't know a nasty virus was coming. We've been warned for years.
