I think I have seen this film, although the quality is not good, and I don't think there are any complete performances. There is a collection of material on the festival in the Vaughan Williams Memorial Library (VWML) of the EFDSS in London (currently closed because of the virus lockdown). And as Jim Carroll suggests above, there may be the film material in the British Library (though as I understand, the film was left to the VWML). It was made by Doris Plaister (and EFDSS member) and not by Peter.
I have done some research on the 1935 festival, and the international relations between the EFDSS and continental European folk dance organisations, researchers and groups.
