The tune is known to pipers as The Liberton Polka - named after a part of Edinburgh that has had an army barracks since the 19th century. You should be able to find the history of the tune by searching under that name. If I remember right, it's a mashup of two pre-existing tunes and dates maybe from the 1880s?
