I haven't purchased anything from iTunes in several years now, but when I last did, the files could be downloaded offline and weren't a proprietary format -- I believe it was .aac, but again, it's been several years, and I converted them into a different format since my main media player at the time had lackluster support for .aac files.

I am American and am more than happy to purchase and email/dropbox/etc the song on your behalf. I am also tech savvy enough to convert it to a different format if need be. Feel free to send me a PM with particulars on.
