Does this mean that if Sunak had not objected, or had a laid back response, it would be proclaimed a bad budget? Is someone's only view of the budget based on whether it infuriates the opposition?
This seems no reasonable way to run a country (although not quite so bad as ladies in lakes handing out swords!)

As to your earlier comment but I cannot think of a justification to carry on punching and kicking when the guy was on the deck
