The artist's name actually appears to be Dave Totterdell; he has a song called "Mr. Major" on his album Whitby Bells (Cottage Records COT 711, 1977). No lyrics found (yet), but he did post about the song here on Mudcat before: link. Interestingly, Cottage Records has a website (link) on which they announced they have started reissuing their back catalogue on CD. Not sure how recently the endeavor started, but they've only done 4 releases so far. They also have a contact page which you could inquire at.
