A Google search yields a LOT of people who want to know who Cooter Brown was, but none who seems to know.
I've heard "drunk as," or "drunker than Cooter Brown" in many parts of Arkansas, West, Middle and East Tennessee, Chicago, Kentucky, Texas, Alabama and Mississippi.
Interestingly, in a little valley in the Smokies, the infamous drunk is called Cootie Brown. Cootie is an expression for female genetalia in that valley, too.
