Is it English or an Anglo? Treble? Most of the concertinas you see for £1000 or so will have been restored and put in good condition. If it hasn't had any work done on it it may cost up to that to put it right. Generally the ends - reeds, springs, valves etc are fixable, but if the bellows leak or look as if the leather is splitting I would be somewhat cautious. My wife's was made about 1865 and the bellows are fine, so it's not all gloom.
South Riding Folk Network publish a booklet on repairing concertinas by the way.
