I might add Michel Camdeceau, one of the "creepeir" Euro- heads of , was it the IMF? I say creepy because whenever I saw a speech of his covered on C-Span he had this way sounding
like if you shook hands with him on a deal your hand would feel "oily" afterwards.
You Brits would understand the reference to Dickens' Uriah Heep type of character from "David Copperfield." That annoying type of syncophant whom , with all their polished manners ,has some alterior agenda.
He also made this somewhat characteristic gurgling sound when pronouncing his "R"s seemingly begining in the back of his throat hat made his overall personnae appear all the more reptilian somehow.
Sorry,. Nothing at all against the Belgians, but Michel Camdeceau's representation of them as some uber-bureaucrat.

Oooo, i get shivers all over again just replaying his voice
with that strange almost affixed smile .
( shudder ) Creeps me out all over again. ;-)
