That's just misestimation by management on the best way of doing things; non-profits are more often frugal by necessity and for good PR than because of any particular rule. If there are more efficient ways to do things (e.g., flowers) (more benefit for same or less dough spent) then they should be brought out as improved ways to do things, assuming you have a reasonable management.
