Absolutely right. The larger wineries in California would make as much "varietal" wine as they could sell, then excess grapes went into the same hopper as "cheap" wine. Friends and I had several blind tasting contests and some Gallo and Italian Swiss colony "bulk" was preferred to the "good stuff".
