I agree, Teribus, that it will be successful against that kind of passport theft. But if I steal someone's identity and get a valid passport issued under that name, it won't detect me. (The mathematics are against detecting identify theft from a population of, say, 50,000,000 - too many false positives would make such a system very difficult to get working reliably.)
