Personally I am glad for every pipeline or power grid that gets built. Given what it has been like for the people in and around Baghdad both before during and after the invasion, every little bit of positive construction and restoration helps. These are important peopole and they need the boost. Then I think we should get them back in charge of their own ground and get the hell outta there!! :>)
