Seems to me that one of the useful effects of the moon is that is keeps the sea stirred up. Without the major tidal effect it provides, the ocean would probably contain less life and would be closer to the stagnant mess we seem to be doing our best to create. I do not believe that solar tides would not be significant enough to overcome the inertial effects. consider the conditions in the Med and Caspian Seas, where there is already relatively little exchange except that caused by the tides.
